(This bug is in Axis 1.0 RC1.  I selected current as the version, as RC1 is 
not a choice yet).

Using the deploy tool causes Axis to create/update server-config.wsdd.  In 
previous releases this was kept in <webapp>/WEB-INF.  In RC1 release it gets 
placed, under tomcat, in tomcat/bin.

This has the effect of sharing the server-config.wsdd for all deployed 
services.  For me, deployment for certain services no longer works because the 
deployment step cannot locate classes that are present only in other services.
