Action.isValidToken Bug 19223

In trying to solve the synchronization issues related to this bug:

I think the best solution is to move all token methods into a separate class 
(TokenProcessor).  This will fix the bug but as a side effect it will also 
complete an enhancement requested here:
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=16743

Is this considered an enhancement during code freeze or just a refactoring 
to fix a bug?  I think it's appropriate to make the change now but I didn't 
want to commit it without getting your opinions.
