Currently core build is implicitly verified when it runs as part of core-regress-core or other test jobs. This does not test all build aspects, such as verify that the "package" or "package-all" targets work, or that no .gitignore files are up to date, or that no versioned files are modified during the build.

We need a build and check only job that verifies this conditions and runs separately and concurrently with test jobs.
