[I] fix: show offline Consumer Groups as offline in the detail modal [rocketmq-dashboard]
yyqdbngt opened a new issue, #1340:

## Problem
The Consumer Group detail overview in `web/src/pages/studio/GroupManagement.tsx` always renders a green `online` tag beside `selectedGroup.onlineInstances`, including when that count is zero and the table correctly derives the group as stopped.
## Expected behavior
Render an offline/stopped tag for zero online instances and a success tag only when at least one instance is online.
## Scope
- reuse the page status derivation for the detail card
- add online and offline rendering tests
