Configuring logkit
Is there some tool/component available that will allow applications to
easily configure the logkit settings in logkit.conf? Or does every
application have to do this themselves?

YES.
org.apache.avalon.excalibur.logger package is for do that.

Almost all applications I write will integrate logging configuration into
their own framework. However there is a logger configurator inside excalibur
CVS - in the org.apache.avalon.excalibur.logger.* CVS. I haven't used it but
it looks good ;)
