htpasswd is broken

In httpd-2.0.50, the htpasswd utility does not work.  Running the command
"htpasswd -c .htpasswd username" causes htpasswd to error out with "htpasswd:
could not determine temp dir" right after asking for the password for the second
time.

Note: I'm using the Fedora Core 1 httpd-2.0.50 RPM.
