Remove original case-variant encrypt table item on ALTER

buildToBeDroppedRuleConfiguration returned an empty table collection, so
ALTER ENCRYPT RULE T_ENCRYPT persisted a second item alongside the
existing t_encrypt while EncryptTableChangedProcessor replaces tables by
exact name, leaving duplicate persisted configuration whose encryptors
were then removed.

Return the current table items whose names match case-insensitively but
differ in spelling, so the original item is deleted after the altered one
is persisted.

Add a regression test that runs the executor output through
EncryptTableChangedProcessor and asserts one remaining table without
stale assisted-query metadata.
