   INLINE_CLUSTERING_MAX_COMMIT_PROP：hoodie.clustering.inline.max.commits = 4;
   When my Debug source code found that the last clustering commits must be greater than 4 when creating the ClusteringPlan, otherwise it would return empty. My hudi MOR table only has 3 commits, so clustering cannot be successful.
