   The Manager pod fails to start properly.

   The Manager should initialize DB first.
   
   ### How to reproduce
   
   Execute the command in docker/kubenetes directory.
   
   ```shell
   sudo kubectl create namespace inlong
   sudo helm upgrade inlong --install -n inlong ./
   ```
