How to know the durable subscriber is active

I want to know the status of a durable subscriber at any given point of time
( provided by passing the client id and the topic name).

If the subscriber is not active then I want the subscriber to be made
active.

Can this be done ( I'm using ActiveMQ 5.X)
Please help
