NetBeans IDE 5.0 supports Struts out of the box. That's right. There are no special steps you need to take after installing (either via an <a href="http://www.netbeans.info/downloads/download.php">installer</a> or just by unzipping an <a href="http://www.netbeans.info/downloads/download.php?type=5.0&p=1&a=bsd&os=1&lang=1&rv=5.0&b_bt=2">archive file</a>) NetBeans IDE 5.0.
