Storing distributions in dist/
I don't think we should be storing distributions in dist/. They need to be out there on the Apache mirrors. Does someone want to take this task on?

All Apache software uses: https://dist.apache.org/repos/dist/release/ for
managing the releases. Chukwa is no exception. Dist will publish out to
Apache mirrors automatically. Is there something that I am missing?
