[users@httpd] bandwidth control for separate clients

Hello,

we use mod_cband for controling bandwidth for single clients. We have 
grouped some crawler-IPs to slow them down to keep serverload and bandwidth 
safe for other users.
Sometimes we have a problem with mod_cband, may be a kind of bug. in this 
case all IPs are slow, not only IPs ind our botlist and internal statistics 
by mod_cband seem to be wrong.
Is this a known issue with mod_cband? Are there other possibilities to 
reduce bandwidth for group of IPs. Which is commonly used? i think mod_cband 
is not maintained any more...
