Blueprint: Traffic Vault Interface (for replacing Riak)

Hey folks,

I've opened a PR to add a blueprint for a new Traffic Vault Interface,
which will pave the way for us to replace Riak w/ PostgreSQL and make
it easier to provide other alternative Traffic Vault backends as well.
