   A web action which returns a binary response is not handled correctly. Surprisingly we are missing a test for this case so it was incorrectly handled as part of the port to akka-http.
   
   A proposed patch with a unit test is here https://github.com/apache/incubator-openwhisk/compare/master...rabbah:binary?expand=1.
   
   @dubeejw is working on generalizing the fix and adding an integration test.
