Issues Migration Complete

The migration from GitHub issues to Apache Jira is complete:

We will be retiring the old GitHub TinkerPop3 repo shortly, as both code
and issues have been successfully moved to Apache infrastructure.  Please
feel free to start using the new issue tracker going forward.
