[I] [Task]: Upgrade UCanAccess to 5.2.0 in the Access database plugin (hop)

   ### What needs to happen?
   
   The Access database plugin is still on UCanAccess 5.1.5 and Jackcess 5.1.2. UCanAccess 5.2.0 is out, so I'd like to bump it.
   
   While at it, the plugin pom can get a bit simpler. If only UCanAccess is declared, Jackcess and HSQLDB still come in transitively and end up in lib/jdbc through the hop.jdbc.driverN properties. Jackcess then always matches what UCanAccess needs, and HSQLDB stays at 2.7.4 through hop-libs-jdbc. The exclusions on Jackcess aren't needed anymore either, since 5.2.0 has no required dependencies.
   
   I have the change ready and would like to open a PR for it.
   
   Disclosure: I am one of the original UCanAccess developers and continue to maintain it.
