Apache Digest Authentication - Password Mismatch

I am using Subversion 0.26.0 and Apache 2.0.47 with digest authentication.
Everything seems to be configured right and checkouts, update, etc are
basically working but I am getting "password mismatch" in the Apache Error
log.

I have two question due to this error.

1st.  Why am I getting as the password is not mismatched?  I did not get
this before when testing digest security without subversion.
2nd. If the password is indeed mismatched why does it go ahead an let me
have the file?
