Well, I think I've solved this mystery.  I believe it's a bug in 
ValidatorResources.get(locale,formname).  The locale stored in the session 
for IE was en_US and for Netscape/Opera was en.  I set this up in the 
browser's language settings.  The default locale for my server is en_US.  
Because the ValidatorResources couldn't find the form properly, the js 
wasn't rendered.

After I test this theory on struts-validator I'll post a bug report to the 
validator folks.
