Guys. 
just as a question. if this is not going to be dealt with. and set to work .. can the ts_lua plugin deal with TOS
as i see there is only TS_LUA_CONFIG_NET_SOCK_PACKET_TOS_OUT and not TOS_IN . 
i wonder why ? 

also take note that if you have such plugin or feature its not between ATS and origin servers its only between ATS and clients. 

thus enabling such feature one can give for example 10Mbit/s of bandwidth for data that is not yet cached (Misses) and can give 10 or 20Mbit/s of bandwidth for the data that is already cached. this way one can easily say i give 10Mbit/s of real bandwidth and up to 20Mbit/s of cached data.
