Preparing ActiveMQ 5.16.1 and 5.17.0 releases

Hi guys,

Just to let you know that I’m starting the preparation of the 5.16.1 release (needs some updates and fixes).

Once 5.16.1 is on vote, I will move forward on 5.17.0 (I already started the leveled cleanup, Spring 5.x update, and JDK 11 build).

I hope to have 5.16.1 to vote by the end of the week.
