[~aweisberg] I've done some work on this already in CASSANDRA-14443. The branch I have there refactors how tests are selected and fixes both upgrade tests and resource intensive tests. I've still got some minor fixes to make and it probably needs a rebase, but it's probably a better starting point. Would probably make sense to get it merged first. I can spend some time working on it in the next week if you're interested.

> Since dtests were switched to pytest & python3 in CASSANDRA-13134, the upgrade tests have been non-functional and are deselected by default (though even if you ran with the {{--execute-upgrade-tests}} they wouldn't work). They're further broken by CASSANDRA-14420, as {{upgrade_manifest}} relies on {{CASSANDRA_VERSION_FROM_BUILD}}. We need to get them, or something equivalent, up and running.
