STDDEV_SAMP can return NULL even if the input is non-null and non-empty - it returns NULL when the input set has only one element. E.g. see the Oracle documentation: https://docs.oracle.com/en/database/oracle/oracle-database/21/sqlrf/VAR_SAMP.html
