Noticed that kafka-topics.sh --delete can successfully delete internal topics (__consumer_offsets).

I'm pretty sure we want to prevent that, to avoid users shooting themselves in the foot.

Topic admin command should check for internal topics, just like ReplicaManager does and not let users delete them.
