Planning to add back SVG background image on geo coordinate system.

As someone required in their "Intelligent ariport" program,
the feature that "using SVG as the background image on geo or map series"
is needed to add back.

This feature was provided in echarts2, but not included in echarts3 and 4
yet.

(Or any other solutions about that?)
