Environment:
 - vCenter 5.5u3
 - CloudStack 4.9.2.0 (Shapeblue)

Steps to reproduce:
 - Primary storage is nearly full so CloudStack don't let me to create a new VM
 - I can resize existing root and data disk with out limitation

Expected result:
 - CloudStack shows an error that the primary storage is full and can not increase the size of disks

Actual result:
 - CloudStack resizes disk beyond 100% of primary storage capacity
