In testing Xerces 2.0, I discovered that if an external DTD subset has comments 
they are now included in the resulting DOM document, before the root.  This 
wasn't the case with earlier Xerces versions.  I'm not sure it's exactly 
illegal for Xerces to behave in this way, but it's probably unwanted by most 
people.
