Xerces 1_1_1 can not process 16-bit encodings correctly?

I use Xerces1_1_1 to serialize a DOM object and output it.

In the result, all of the Japanese characters were changed 
to the following format:
[ &#12394;  ]

Can Xerces 1_1_1 process 16-bit encodings correctly?

# I tested my program by Xerces1_0_3, it worked correctly.
