Actually, it is externally. It should probably be in shared, along  
with other testing tools, though.

It might not be needed if the artifact interface becomes simpler, or  
the equivalent methods exist in the verifier or the downloader. It  
was meant to avoid having to write the same testing logic for  
repositories over and over.
