[PR] [ISSUE #2118] Mark incomplete dashboard topology unavailable [rocketmq-dashboard]

## Summary\n\nDashboard health now treats a cluster as unavailable when topology discovery is incomplete, including empty broker membership, missing broker metadata, and missing master addresses.
