Default versions of plugins depend on the version of Maven you are
using as the versions are set in a pom in one of Maven's jars. You
should nearly always specify (in pom or CLI) the version of any plugin
you are using to be certain the proper one is used, otherwise the
behavior can be uncertain.

Go to the m-dep-p site you sent the url to earlier. On the left, click
Project Information, then Issue Tracking on that page. This will
provide the proper URL to the right JIRA instance.
