Yes you are not in the correct role to be assigned issues.

You are in the Contributors Role and need to be in the Committers Role.

Any OpenJPA admin of which there are many can fix this for you.
(Projects self serve their own Jira projects so Infra wont get involved, but yes it is a permissions issue.
