I'm going to propose a hadoop-telemetry module here which other modules can pull in and which contain the opentelemetry dependencies

* there's a lot of stuff being pulled in
* we should try to keep it optional
* for things like S3A, we can make it provided-scope dependency, used to compile/test but again, optional at runtime
