ap_cpystrn

I just committed some off-by-1 fixes for the new ap_cpystrn code... 
induced I'm sure by my request that ap_cpystrn guarantee the \0
termination.

I also reduced some ap_cpystrn()s to memcpy()s.  There's still two
ap_cpystrn()s in proxy code that are possibly off-by-1, I didn't touch
them.

The resulting server seems to work for me.  Oh nix that it's still borken,
negotiation is messed up.

false alarm, user config error.  The latest CVS is now running on
www.arctic.org with nary a problem.
