config.setProperty( GlobalIds.LDAP_ADMIN_POOL_MAX, Integer.valueOf( szValue ) ); 
is perhaps ensuring that it is an int - or starts as one - it is not the perfect test for ints. It is however the only int where this is done.
Config.getInt() works fine for all cases
Config.getProperty() works for all other ints than this one.

Except for being inconsistent, it probably doesn't have any impact.
