Semantic Versioning

Perhaps we should spell this out explicitly and put a link (or a copy) in
our docs??

Sure.

What I'm not sure about and haven't checked is if semver allows short
versions like 3.0 instead of 3.0.0.

Our download page contains some statements about our versioning practice.
