Cross-referencing GH issues?
Suppose I would open a GH issue somewhere, then cross-reference it
from a commit or a PR. But the original GH issue is in a different
repository. Any idea how we can deal with this?

Github issues have links, I would just include it in the description.
"Shorthand" for a link could also be `user/repo#123`.
