NettyFileStorageSymmetricClusterWithDiscoveryTest is failing if tested in loop (brute force until fail)

The particular test I was using to validate it was testRouteWhenNoConsumersFalseNonLoadBalancedQueues,


On IntelijIdea (or any IDE of your choise), you set it to run until failure, and you will see the test failing in about 100 - 400 tries. 

Some of the tests will also take 10 seconds as the timeout would eventually take care of breaking the deadlock chain, but in about 400 tries it always fail for me.


After the fix it is always passing. (ran it for 2000 times before deciding it's good to commit)
