Unable to use "pom" packaging on .NET Builds

When using the "pom" packaging type on .NET builds, the pom installs as <artifactId>-<version>.pom. The .NET resolver attempts to resolve <artifactId>.pom and fails the build. The work-around is that children poms should not reference the parent pom.

Fixed this in SI_IDE branch. The .NET resolver now uses the standard <artifactId>-<version>.pom format for resolving a pom.
