Hey [~epayne],
Sorry for the late response.
Thanks for following up with this and the new HADOOP-17857 jira as well. 
Actually, I just came across this jira and saw that it doesn't really belonged to the correct umbrellal so I commented, but me or my company did not have this use-case in mind.
Anyways, I started to review HADOOP-17857 and we can continue the discussion there and on YARN-1115 after it got merged in.
