   Changes proposed in this pull request:
   - Separate `RuleAlteredJobAPI` from `PipelineJobAPI`. `PipelineJobAPI` will just keep some common methods.
   - Rename job api `start` method to `startDisabledJob`
   - Simplify SPI loading
