Like we discussed, and because of HBASE-11008, it needs to be C which is your second option. Now, adding a C+W check isn't something we're doing anywhere else (I think?) and I'm not sure if it makes sense. The way things currently work, I'm not sure if it makes sense for a user to have C without having W.
