   **Is your feature request related to a problem or challenge? Please describe what you are trying to do.**
   `LogicalPlan::CreateExternalTable` has a reference to `FileType` from the `datafusion::sql` module. This prevents us from moving the logical plan to the `expr` crate.
   
   **Describe the solution you'd like**
   Refactor to move the struct to the logical plan module.
   
   **Describe alternatives you've considered**
   None
   
   **Additional context**
   None
