It could be useful if operations could access a "plugin context", i.e. read-only values that are defined for the plugin and operations could use.
These may very well be the plugin's policy properties for that matter, although it is possible that it should only be a portion of the properties, so we could leave out another portion for properties of the plugin which are not meant to be assigned by the user even in the service-template.
For example, this could be helpful for allowing the user to define his credentials only once for all operations of a given plugin which interacts with a third-party system.
