Description:
The source file xdocs/changes.xml is supposed to get processed into a formatted change log but this appears to be broken in cvs.  The release and action tags are getting passed straight through to the resulting html which means that the text appears but it's all run together instead of being formatted.

I've tried this both with a changes.xml of my own and also with the changes.xml for the xdoc plugin to prove that there isn't anything wrong with my file.
