Looks like HIVE-19820 also changes order of fields in {{AlterPartitionsRequest}}

> HIVE-20556 exposes a new field Table definition. However, it changes the order of the field ids which breaks backwards wire-compatibility. Any older client which is connects with HMS will not be able to deserialize table objects correctly since the field ids are different on client and server side.
