I was able to find my issue using this document:

Quite helpful.
It was caused by the interpolation process trying to process jar files.
I will post a new thread on our cause of this (basically we have been
configuring the eclipse wtp WebContent folder as a resource folder)
New posting soon (unless searching the archives gives me some other
ideas on handling WebContent folder.)
