xsl:import fails in xalan + tomcat

Problem:  xalan not processing templates from imported stylesheets within
tomcat servlet.
Xalan J 1.22
Tomcat 3.1, 3.2.1
Windows NT

This is a bizarre tomcat + xalan interaction.
Stylesheet containing import compiles without problem.
Transform works fine from command line and from Tomcat within JBuilder IDE.
However, running on independent tomcat, templates from imported stylesheet
are seemingly ignored, and unprocessed text from these elements are added to
the result tree.
xalan+xerces at front of classpath, so not having problems reported
recently.
The short-term workaround--creating a single xslt--works as expected.

Have to work up a short test case, but
1. Has anyone else seen this behavior
2.  Is there an example of using the debugging classes--it would be useful
if I had a trace of processing events to see a sax event and the
corresponding processing event.
