IGNITE-659: Skip exchange for CLIENT_ONLY and NEAR_ONLY nodes

Guys,

How hard would it be to address this issue in sprint-3?

I think it would improve startup and stopping times for clients and improve
the speed for our partition-exchange logic during rebalancing.

Sounds like it should not be too hard to exclude the clients. Are there any
technical difficulties there?
