Druid 0.15!

It has been 3 months since 0.14.0 was branched out (it was at the end of
January) and it's time for 0.15!

Even though 0.14.1 release is still in progress, it's now in the final
step, i.e., the IPMC vote (

Thanks Gian for explanation.

For (1), I feel some PRs might be untagged if they are still open on Monday
but are not release blockers. Typically release blockers are bug fixes or
wrong licenses which should be merged before release.

Thanks for the explanation Gian. I wasn't suggesting not to cut the branch or anything but was more curious to find out if there are specific feature set that is being considered for the release. One thing to think about doing these releases going forward along with the time factor is, the feature set that should be considered for the releases. Otherwise it seems like it is up to the committers to work on their "favorite" pieces __. It will probably make it more coherent. Just a thought.

Since we do time-based releases every 3 months, rather than feature-based
releases, the list would be anything that's been done since the last
release from master (0.14.0) was branched off. Part of the role of release
manager, that Jihoon is volunteering for, is putting together the final
list and sharing it with the community. It would typically happen a bit
later in the release process. But even before that happens, you could check
out the following two sources to get a preview,

(1) anything tagged 0.15.0:
https://github.com/apache/incubator-druid/issues?utf8=%E2%9C%93&q=milestone%3A0.15.0+
(2) anything committed to master that is not part of the latest release,
0.14.1. It will probably be the above list plus a few PRs that haven't been
tagged yet (generally the release manager adds any missing milestone tags
